You might need to login to see it, and you need to register to use it, but otherwise it is straightforward as best as I can determine so far, and I had no problems downloading, installing, and authorizing it. The download link is in the left column of the Sample Tank 3 Info page.
SampleTank 3 supports the IK Multimedia Miroslav Philharmonik and other sampled sound libraries for the IK Multimedia SampleTank 2+ engine, where for reference the Miroslav Philharmonik virtual instrument engine actually is SampleTank 2+ but with a different graphic user interface (GUI) wrapper. SampleTank 3 is a 64-bit application and virtual instrument, so it works with NOTION running in 64-bit mode. IK Multimedia has released SampleTank 3 FREE, and it is available for download and use (Mac and Windows versions).
